No. The SIGN with your BABY® program was developed for hearing babies and hearing parents. However, because the program is based on American Sign Language, it is also useful for children who have special needs, including deaf children. It is important to remember that children who will use ASL as their primary form of communication will need the support of other professionals who will teach them all elements of ASL.

The deaf or hard-of-hearing population is estimated by the National Center for Health Statistics (NCHS) of the U.S. Department of Health and Human Services. According to their 1990 and 1991 Health Interview Surveys, approximately 20 million persons, or 8.6 percent of the total U.S. population 3 years and older, were reported to have hearing problems (Table 1).* The elderly were more likely than any other age group to have hearing problems (Figure 1).

Hard of hearing people, who communicate primarily by speech, have varying degrees of hearing loss, and are assisted by the use of hearing aids, speech reading and other assistive devices to imperfectly interpret what is seen and heard. This group ranges from individuals with a mild loss, to persons who are completely deaf. Culturally Deaf people are not considered to be hard of hearing, however, some deaf and deafened people may choose to self-disclose as being hard of hearing.

Anyone with a hearing loss ranging from mild to profound, whose usual means of communication is by speech, meaning that anyone can become hard of hearing. One person in ten is hard of hearing or about 50,000 people in Newfoundland and Labrador. However, as we age, the incidence of hearing loss increases so that by the time a person reaches the age of 65, there is almost a fifty percent (50%) chance that they will have some degree of hearing loss.

It is estimated that this survey represents 60-65% of the population of deaf and hard-of-hearing students in the U.S. who receive special education services.

These are subtitles specifically designed for viewers who may have trouble clearly defining particular dialogue or sound when viewing a DVD. Headset devices are available free-of-charge to the hearing impaired. These comfortable headsets amplify all stage sounds. Patrons wishing to obtain one of these devices should be prepared to leave a driver’s license or major credit card, which is returned to the patron when he or she turns in the headset device at the end of the performance.

State and local estimates are not available at this time because sample households in the national surveys are not selected to be representative of states and localities. This is unfortunate, since the allocation of resources and administration of services for this population are generally at the state and local level. The U.S. Bureau of the Census has not included a question on hearing impairment since 1930, and no plans have been announced to include a question in the year 2000.

Table 10 lists the labor force status of deaf and hard-of-hearing adults. Of the approximately 8 million deaf and hard-of-hearing adults who were employed at the time of the survey, 29% listed their occupation as "professional and managerial," 34% listed it as "sales, service, and administrative support," and 37% listed it as "other."

It's hard to believe, but there are many persons who are obviously hard of hearing to others, but not to themselves. This happens because, for many people, hearing loss is so gradual that they are unaware that they lose their ability to hear everyday sounds. They can still converse, but it can be difficult, especially for others.

Hard of hearing people can obtain help in a number of ways; by visiting a hearing aid dealer, an audiologist or an E.N.T. (Ear, Nose, Throat Specialist). The policy of CHHA-NC is to refer people to their family doctor, who will usually send them to an E.N.T. if they are unable to help. The E.N.T.

In general, students with a mild or moderate hearing loss receive services from ASDB's regional cooperative programs in the regular public school. In general, students with severe or profound hearing losses need the intensive and extensive services of a site-based school and need a sign language environment in order to access education. However, it is up to each student's IEP team to determine the placement where the IEP goals and objectives can best be addressed.

Tens of thousands of people fall into this category, from all ages. In Louisiana alone it is estimated that this number is between 150,000 to 200,000 people. People can have hearing loss that is mild to profound, both in terms of the physical loss of hearing to the profound effects it has upon communicating in English.
