The Center for Applied Linguistics (CAL) in Washington, DC manages EHLS. CAL has extensive expertise in issues related to the teaching and learning of English as a second language and English for professional purposes. CAL also has experience with education in heritage language communities.

EHLS is an intensive English as a second language program for adults who want to achieve professional proficiency in English.

Participants who complete the program gain the English language skills they need to function effectively in federal government and professional positions in the United States. Program participants develop language learning skills and strategies that enable them to continue increasing their English proficiency after they complete the program.

EHLS is a full-time, intensive program that requires participants to be in class during the day 30 hours a week and to commit a substantial amount of time to outside-of-class assignments. It is extremely unlikely that a participant would be able to both work and successfully complete the program requirements.

EHLS is funded by the National Security Education Program (NSEP), a part of the Department of Defense.

Adults who are heritage speakers of a language other than English may apply. For 2008, the program is especially interested in recruiting heritage speakers of Arabic and Chinese. Speakers of Farsi/Dari, Hindi, Indonesian, Pashto, and Urdu are also invited to apply. Speakers of Russian may apply to the program at the University of Washington only. To be qualified for the program, an applicant must have professional proficiency in the heritage language and working proficiency in English.

The People Fund is managed by the Consolidated Electric Foundation, a nonprofit Foundation that is governed by a five-member board, independent of the Consolidated Electric Cooperative board. The Foundation board is comprised of leaders in our community that volunteer their time and expertise to help manage this important program.
