What is a Zoom Center on 8-level zoom maps?

MapAdvisor GPS FAQ
A Zoom Center is an area where all 8 zoom levels (Top,64m,32m,16m,8m,4m,2m,1m) are available for b/w or color aerial maps or 7 levels (Top,64m,32m,16m,8m,4m,2m) for color topo maps. The map tiles of the Zoom Center are outlined with a magenta rectangle on the map (see screenshots for example). For the rest of the area, only upper-level maps (Top,64m,32m,16m) are available.
