The EEL Program is a 'willing-seller' program, which means it can only purchase property from people who want to sell their land. The EEL Program does not control or restrict private land rights, or condemn land. Most of the land the EEL Program has in conservation was purchased in partnership with the State of Florida.

Buying lands for conservation requires a pledge to long-term land management. For centuries, natural cycles of fire, water flow, and weather shaped the habitats we see today. Now roads, development, and other human disturbances have fragmented the landscape. These natural cycles can no longer happen on their own, and it is up to land managers to re-create them to preserve our unique species and habitats.

The EEL Program has helped preserve approximately 18,000 acres of land at a cost of more than $48 million, much of it in partnership with the State of Florida and the St Johns River Water Management District.

Success in reaching the goals of the EEL Program requires not only concerned and involved citizens, but also professional staff who are trained in land management, public relations and environmental education. They are transmitted through the bite of a mosquito. A mosquito becomes infected with micofilariae (heartworm larvae) when it takes a blood meal from an infected dog. When the mosquito feeds again the larvae enter the dogs body through the bite wound. These larvae eventually travel to the heart where they develop into adult heartworms. The EEL Program's goal is to create an inspiring environmental education program. This will be done through partnerships with the school system, local organizations, and citizen volunteers. Trailhead kiosks (information panels), illustrative trail signs, guided tours, and four regional Management & Education Centers are being created to help meet this goal. British Columbia no longer provides land for homesteading. Crown land is available for sale or lease at fair market value for specific purposes. The DNR will utilize the proceeds from land sales to purchase land that has high natural resource and outdoor recreation values, primarily located within DNR project boundaries. The Asian swamp eel has characteristics that make it very adaptable to a new environment. It has the potential to become widespread in the U.S. and impact a variety of native aquatic and wetland species, and eventually entire ecosystems. It has the potential to spread from South Florida to the southern half of the country because it can survive both in hot and cold climates. It breathes air and can move across land. This gives it the potential to spread rapidly and makes control difficult.
