This week is Sunshine Week. It's all about your right to know how governments work and how you can participate in it. (Here are some how-to's from the Attorney General.) First, the North Harris Montgomery Community College District is ready to open a new public records office. In The Woodlands, there are two movements towards refining and establishing open records policies.

Local government exists so that communities can make decisions themselves about matters that affect them rather than have decisions made for them by central government. Local Authorities (which are sometimes called councils) are required to provide a number of services by law, but some services they can provide if they choose to. These services can range from Education and Social Services to Waste Collection and Street Lighting. They are not responsible for the Police or local Health Services.

Think Local is a business support initiative which encourages inter-trading amongst the local business community. Think Local also encourages local purchasing by large companies and the public sector.

The only purpose for which this address list can be used is to conduct Census 2000 and other Census Bureau programs. Only individuals who agree, under oath, to keep the address information confidential may review the address list. By law (Title 13, United States Code), the Census Bureau cannot share the individual answers it receives with others, including welfare agencies, the Immigration and Naturalization Service, the Internal Revenue Service, courts, or police.

The best thing to do if you are having a problem with an agency at another level of government is contact those officials who were elected to represent you at that level. For example, if you need help addressing an issue with the California Department of Motor Vehicles, you would be best served by contacting your state senator or assembly member.

Another one of HUD's Special Sales Program under the Good Neighbor Initiatives is the Direct Sales to Non-Profit Organizations and Government Agencies. This special sales program under which approved non-profit organizations and government agencies may purchase properties at discounted prices for use in local housing or homeless programs. The Local Government Act (2002) sets out a framework for planning and decision-making. Section 91 of the Act requires all Councils to facilitate a process where the community identifies its desired community outcomes. The Local Government Act has a broad mandate to promote community well-being and this can be seen as involving four different aspects: Social, Cultural, Economic, Environmental, and the connections between them.

The Chamber is a private, non-profit association and is not connected with local government. However, there are many opportunities to work with City Council and City staff on a variety of issues. One of the Chamber's major functions is communicating business concerns to local government.

I think the Open Gaming License is awesome. It gets rid of many of the problems of 90's TSR's stance on fan-created materials ("If you use the D&D format, we own it because we own D&D") and actually encourages other people (and other countries) to publish D&D-compatible works. It depends on the circumstances and type of project. While communities usually prefer that brownfields redevelopment occur in the private sector with little government involvement, there are some brownfield sites that will never be redeveloped by the private sector. Brownfield redevelopment is a complicated process and there are a number of financial and legal hurdles that can sometimes best be overcome when the local government takes ownership of the property.
