When the system tries to deliver your message to a phone number, and the line is busy or there's no answer, it tries again after 5 minutes. If the same thing happens again, it tries calling a third time after 10 more minutes. If for the third time the line is busy or no one answers, it sends you a return message saying it couldn't reach this phone number.
