It has been over a decade since I did a residency. But, it has always been my understanding that a resident does not need to be licenced by any state. Essentially, you are working under the license of the attending physicians/podiatrist's. Law's may have changed for the state your residency was in, but I doubt it. Call the state licensing board to be sure.
