The “public” side (also called the lower lateral) of the sewer lateral is the city’s responsibility. It refers to the section of the lateral between the sewer cleanout (usually located at the resident’s property line) and the sewer main line out in the street. The “private” side refers to all plumbing lines that are located inside the property line from sewer cleanout to the house.

Each home or commercial building has a separate connection to the public sewer main called a sewer lateral. Yes. City ordinance states the property owner's line starts at the water main. Property owners are responsible for the maintenance of their water and sewer lines. For more assistance, please contact the Department of Public Works at 668-5251. After a new water main has been installed, it must be tested for pressure and bacteria. These tests take about three days to complete. The line will not be put into service until after the tests are successfully completed.

A Public Sewer is a sewer adopted and maintained (in this area) by Thames Water. Such sewers are normally found under the highway, but can be anywhere. A sewer under a highway is not automatically a public sewer. The Council and Thames Water hold copies of the Public Sewer Maps showing the locations of public sewers.
