The NAEP program has always endeavored to assess all students selected as a part of its sampling process. In all NAEP schools, accommodations will be provided as necessary for students with disabilities (SD) and/or English language learners (ELL). Inclusion in NAEP of an SD or ELL student is encouraged if that student (a) participated in the regular state academic assessment in the subject being tested, and (b) if that student can participate in NAEP with the accommodations NAEP allows.

All students who are ELL must participate in all WASL tests scheduled for their grades regardless of the number of years they have been in the U.S. The only exception is students who are in their first year of enrollment in U.S. schools. These students are not required to participate in reading or writing tests, but they must take the math exam.

The Implementation Guide that comes with CMP materials when a school adopts CMP pays detailed attention to the needs of English Language Learners in the Mathematics classroom. Several strategies are outlined, and illustrated, to help teachers with the challenge of including ELL students. Each of these strategies in some way addresses instructional delivery. None of these strategies is based on modifying the cognitive demand of the mathematics in CMP.

ELL students are subject to the 5th and 7th grade promotion policy if they have been in an English language school system for three years or more, unless they have an approved extension for exemptions from testing for year four or five. ELL students who are subject to the promotion policy are included.

Identifying adult language learners who might have learning disabilities is a complex task. Before labeling or testing an adult ESL learner, teachers should look for other reasons for lack of expected progress. For instance, refugees or other immigrants might have experienced stress or trauma that cause difficulty in concentration or memory.

English Language Learners need to have the same high quality instruction as native speakers. English Language Learners will be in the same enhanced and block classes as other students and will have the extra time and instruction they need to be successful. If the child is not developmentally ready to read then it makes sense for them to repeat 1st grade so they have the time they need to acquire that ability.

The main NAEP assessment is usually administered at grades 4 and 8 (at the state level) plus grade 12 at the national level.

Everyday Mathematics supports an effective learning environment in mathematics for English-language learners by incorporating group work into daily lessons, teaching English through content that is relevant to students’ experiences, and developing mathematical language proficiency through the use of manipulatives, models, demonstrations, and explicit vocabulary support.

We have designed the assessments for each Level to allow centres to focus on teaching and learning. The tests for Entry Level are held with the centre on a CD-ROM so those learners should take the assessments when they are ready. For Levels 1 and 2, flexibility of assessment can be achieved by offering onscreen assessment. Alternatively, centres can offer a paper-based assessment on a monthly basis.

If a child has received academic instruction in English for three years or more (including the present year), he or she is expected to participate in NAEP if selected. All students must be included in state-wide and district-wide assessments. These large-scale assessments are typically standardized achievement tests. The IEP team must determine if the child can participate in an assessment with no accommodations needed. A subject-specific content framework, developed by the National Assessment Governing Board, guides each assessment.
