The short answer is yes. Any interested party or responsible authority can make application to the Licensing Authority for a review of the existing licence at any time. However, the Licensing Authority can and should reject the application if the ground is not relevant to one or more licensing objectives, frivolous, vexatious and/or repetitive.

If any supply of alcohol takes place, then the designated premises supervisor must hold a personal licence and all supply of alcohol must be made or authorised by a holder of a personal licence.
