It was used to distinguish shorter government briefs and position papers with white covers from longer reports and policy books with blue covers. One of the earlier white papers on record is the so-called Churchill White Paper from 1922. There is more background on this white paper here: A few months after this white paper was published, Britain apparently backtracked on its policies and broke all the promises in this document.

White trade goods began appearing in the mid 1600s, and it is probable that early French traders were in the South Dakota area by the late 1600s. There is some record of traders by the early 1700s, and the Verendrye expedition passed through South Dakota in 1743. The first well-documented evidence of white trading posts is not until the late 1700s, as traders came up the Missouri from Spanish (later French) St. Louis.

Papers' are documents which are provided by purebred registries. The CallisteCats cats are registered with either or both of the two largest purebred cat registries in the world, the Cat Fanciers Association (CFA) and The International Cat Association (TICA). When you buy a cat 'with papers' you are assured that the cat is certifiably purebred, and that the breeder is working with purebred breedstock that was obtained with 'breeding rights'.

We hope to write papers on the bytecode weaving model used in AspectJ-1.1 if we can find the time. The Bichon Frise is a white dog. The contrast between the white coat and the black nose, halos, eye rims, and etc. is what the ideal specimen is known for and should be adhered to. There is some allowance made in the AKC Standard for shadings in small amounts. Puppies are often born with shadings of buff, cream, or apricot (see this puppy's ears). However, these shadings usually disappear by the time the dog is 12 months old.

Actually, the white shepherd dog predates the GSD breed, which is a relatively new breed of dog. (The GSD as a breed is less than 100 years old.) To understand the beginnings of the White Shepherd, one must discuss its parent breed – the German Shepherd Dog. There was no such thing as a GSD before Captain Max Von Stephanitz and his friend Artur Meyer saw the dog Hektor Linksrhein at the Karlesruhe Exhibition on April 3, 1899.

All of the dogs in my kennel have the American Kennel Club "Full" registration. I sell all of my puppies with the AKC "Limited" registration. (This is the pet registration and means that the dog is registered, but any puppies produced by a dog with this registration cannot be registered. Also, that dog cannot be shown in a regular AKC show for points. They can, of course, be shown in any number of different "fun" shows.

Havanese are part of the Bichon canine family, but are a distinct breed. Havanese come in all colors and combinations of colors. I've never heard of that breed. Are they recognized by the AKC? They were admitted to the American Kennel Club (AKC) in 1995 and are at present in the miscellaneous class. They will eventually be admitted to the toy class. White paper readers are seeking useful information on the business benefits or technical details of a new product or service they are considering buying. A recent survey of IT managers by Forbes.com and Bitpipe (now TechTarget) showed the following reasons for reading white papers: Today, many less technical people are involved in big buying decisions. These people are seeking plain-language explanations with clear business benefits, backed up by convincing facts and arguments.

White papers abound in the technology sector, where they are commonly used to explain software and hardware products. In technology marketing, white papers are now a standard part of the marketing arsenal. In a recent survey of 350+ technology vendors, 78% reported that they created white papers in 2004; even more (86%) planned to use them in 2005. In fact, any vendor selling anything relatively new, relatively complex, and relatively costly could likely benefit from a white paper.

In general, vendors publish white papers for two main reasons: either to gather leads, or to stake out a position as a market leader.
