No, Helio is an independent phone carrier like any other, such as T-Mobile. The Helio phones use CDMA technology, and can only be activated thru Helio. T-Mobile and Cingular use GSM technology for their phones. Verizon uses CDMA technology as well, but they only activate phones with ESNs that are in their database system.

To download TrueTones, your mobile phone must have the ability to play them. Although TrueTones are downloaded the same way as polyphonic ringtones, they require special features on your phone to play back correctly. Not all phones have those features.
