To add money to an inmate's account, you must submit it in a sealed envelope addressed to the inmate who is to receive the funds. The Carroll County Jail provides a commissary for inmates. Commissary is a privilege for the inmates and can be stopped at any time with little or no notice. Commissary can be revoked as part of a disciplinary action. No inmate account will be extended a credit. If money is not available in the account, the order will not be processed. Inmates may receive written letters and standard photographs. Polaroid photographs, stamps, envelopes, and other forwarded items are not allowed. There are some basic rules to follow. First, send money orders. Personal checks will not be accepted and it is unwise to send cash in the mail. The revenue generated by the commissary program is spent on items used by and for inmates. Examples of this are chairs, books, law library materials, TVs, board games, indigent supplies, etc.

Incoming mail must list the full name and address of the sender and the intended receiver. Improperly addressed mail will be returned. The correct address is: The U.S. Post Office will not accept outgoing mail that contains any drawing on the front of the envelope or mail that contains colored drawings on the back of the envelope. Bring the money to the upper level of the Law Enforcement Center (Detention Center entrance) at the Information Window. There you will be asked to complete a "deposit slip." After the Detention Officer collects the money, he will issue a receipt.
