The Customs Trade Partnership Against Terrorism (C-TPAT) is a joint government and business initiative designed to strengthen overall supply chain and border security. Partnership in C-TPAT is voluntary. Participates include supply chain members such as importers, brokers, carriers, terminal operators, warehouse operators, and manufacturers.

C-TPAT provides businesses an opportunity to play an active role in the war against terrorism, while improving processing times for imports and increasing overall security for their employees, suppliers and customers.

C-TPAT participants must submit a supply chain security profile for review by Customs and Border Protection (CBP). The security profile must address C-TPAT security guidelines that include: Procedural Security, Physical Security, Education and Training, Access Controls, and Manifest Procedures.

C-TPAT stands for "Customs-Trade Partnership Against Terrorism" and PIP stands for "Partners In Protection". C-TPAT is a program of the U.S. Customs Service, (USCS), and PIP is a program of the Canadian Canada Customs and Revenue Agency, (CCRA).

Answer: CBP expects that its partners in C-TPAT will provide the required information under this rule as a regular part of their security-related procedures. Accurate and timely cargo declarations are critical to the delivery of the cargo release benefits that are part of C-TPAT participation. Under C-TPAT, importers are required to assess their supply chains. Based upon a documented risk-assessment process, non-C-TPAT-eligible business partners are subject to verification of compliance with C-TPAT security criteria by the importer. The International Cargo Security Council's C-TPAT assessment process enables importers to meet this requirement cost-effectively.

C-TPAT requires that U.S. importers work with their supply chain partners to ensure that important security measures are in place and adhered to throughout their supply chain. By attending a seminar, supply chain partners will understand what security measures they must and/or should have in place if they are to continue to maintain a working relationship with U.S. importers.
