The right hand column recommends the minimum resolution you need to print a particular size photograph. When you expand an image / picture, you "stretch" the pixels. This means that the higher the resolution (the larger the number of pixels in the picture) the larger you can print the picture, because it requires less "stretching" of the pixels.
