Killroy and Tina!Killroy speaks Universpeak, not English. Universpeak assumes that the unused part of our mind is partially for low-level telepathy, which Killroy uses as a sort of universal translator. So although he speaks his own language, it's heard in the recipient's native language (English, Japanese, Cat, Kryptonian) - like a movie that's been dubbed well. Killroy has a skullcap made of neuralium that adapts to his mindwaves, and helps him out with this translation, but he doesn't seem to need it anymore.
