The new rule implements changes to the nondiscrimination and affirmative action requirements of Federal contractors and subcontractors that are required by the Jobs for Veterans Act (JVA).

Contractors are to fulfill their job listing requirement by listing job openings with the appropriate employment service delivery system. Contractors may satisfy this requirement by listing job openings with the state workforce agency job bank in the state where the job opening occurs. Contractors also may satisfy the job listing requirement by listing job openings with the appropriate local employment service delivery system where the opening occurs.

A veteran of the U.S. military, ground, naval or air service who is entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered by the Secretary of Veterans Affairs, or Recently separated veteran — any veteran during the three-year period beginning on the date of such veteran's discharge or release from active duty in the U.S. military, ground, naval or air service.

The Government's Approved Document L (Fuel Conservation) complementing the new energy efficiency regulations, was issued on 31 October 2001. It extends Building Regulations to cover replacement window and door installation from April 2002, when all installers and buyers of replacement windows and doors will be expected to comply with improved energy efficiency requirements. One of the main drivers is the need to reduce heat loss in order to conform to more stringent energy efficiency targets.

The purpose of the Transportation of Dangerous Goods (TDG) Regulations is to promote public safety when dangerous goods are being handled, offered for transport or transported. The purpose of the Federal acknowledgment regulations is to acknowledge that a government-to-government relationship exists between the United States and tribes which have existed since first contact with non-Indians. Through the process, the Government determines whether it should extend such a relationship to a particular petitioner. The acknowledgment regulations do not apply to Indian tribes that are now acknowledged.

New boating safety regulations have been introduced by the federal government to help reduce the number of boating fatalities and accidents that occur each year. Highlights of the changes include the introduction of: mandatory operator competency requirements, being phased in over 10 years, for operators of powered boats used for recreational purposes; and The new boating safety regulations are administered by Transport Canada.

The new Act and regulations affect higher education providers operating in the Northern Territory and, indirectly, their students. Higher education providers are bodies established or recognised by or under the law of the Commonwealth, States or Territories. If a trailer is being delivered to a customer (drive away / tow away operation) then the surge brakes are still legal. However, if a dealership transports anything on the trailer, such as other trailers stacked on top of it, then the bottom trailer is transporting other items and can not have surge brakes.
