We do not recommend going over any existing floor covering. Also, if the old flooring is removed, we recommend removing the old adhesive. There is no way to guaranty that a bad reaction won't take place between our adhesive and the old. At the same time, if the old flooring is not removed, there is no guaranty that it will not lift as a reaction to the adhesives or it may not be bonded solidly to begin with.
