There is a tax in 1997-1999, with no tax in 2000, and a union option to extend the plan to 2001 in return for a payment from the players and a reduction in playoff money. The tax rate is 35% in 1997 and 1998, and 34% in 1999. It is imposed on the portion of payrolls over $51M in 1997, $55M in 1998, and $58.9M in 1999. The tax threshold is raised to halfway between the fifth-highest and sixth-highest payrolls if that is higher; this means that the tax will apply to at most five teams.
