The U.S. Small Business Administration's (SBA) Mentor-Protégé program enhances the capability of 8(a) participants to compete more successfully for federal government contracts. The program encourages private-sector relationships and expands SBA's efforts to identify and respond to the developmental needs of 8(a) clients.

HHS is currently evaluating the feasibility of implementing a Mentor/Protégé Program. We do not currently have a program in place. Should the framework of the program be established, a notice would be issued in the Federal Register and FedBizOpps to inform the public and obtain comments

The primary reason for a mentoring relationship is to help the protégé with his or her personal and/or professional development. Pellet comes with a DIG server that you can use with Protégé. You can start the DIG server by running pellet-dig.bat on Windows systems and by running pellet-dig.sh on Unix-like systems. You need to make sure that the port number used by Pellet and Protégé is the same. The SBA's 8(a) BD Program, named for a section of the Small Business Act, is a business development program created to help small disadvantaged businesses compete in the American economy and access the federal procurement market.

Each program applicant has the right to request that SBA reconsider a declined application by filing a written request for reconsideration within 45 days after receiving notice that the application was declined. The applicant has the burden of overcoming each reason cited in SBA's decision to decline the application. During the reconsideration process, the applicant must provide any additional information and documentation necessary to overcome the reason(s) for the initial decline.

Most common problem - The plug-in's JAR file was improperly constructed. JavaSoft's "jar" command can be confusing so it's relatively easy to produce a bad JAR file. Since JAR files are packaged using the ZIP file format, you can examine them with any utility that allows you to view ZIP files. On the Windows platform, for example, you can use the WinZip utiltity. Look at the relative pathname entries for your plug-in's classes. If your class FancyWidget is in a package called "edu.

You don't need to sign anything to download, use, or redistribute Protégé. This includes academic, government, and commercial users.

The Protégé-OWL editor is bundled with the "full" installation of Protégé. If you are only interested in creating OWL ontologies, you may choose the "Basic + OWL" option during the install process. Choosing this option will install the core Protégé system, the Protégé-OWL editor, and only those plug-ins that work with OWL ontologies, e.g. OWLViz, OWLDoc, etc.

Protégés are recruited through our campus representatives who get the word out through email, by putting up posters or flyers, by visiting meetings of students chapters of professional societies, and by encouraging faculty to let students know about the opportunity.
