There is a Winamp plugin called Audiostocker which is designed to "normalize" playback volume, but I don't know whether it can be used at the same time as the Disk Writer plugin. Alternatively you could try and use a program that goes directly from MP3 files to burning an audio CD and had normalization functions built in. MP3 CD Maker does, but I could never get that program to work at all, and the help is useless (essentially non-existant).
