So if you make a model that is 2 meters (about 6.5 feet) tall, you will want it to be 2000 units tall in your modeling tool. Our converter will look at the system units you set up in 3ds Max and use those when converting. So if you set your system unit to "feet," then you should make your humans about 6 units tall. COLLADA exporter plugins for various modeling tools (including XSI) are listed on the COLLADA public forum.
