The last set I was offering on CD-R was the MAME™ .76 set which, at around 16 gigabytes, got to be just too much for me to continue doing on CD. As of this writing (Nov. 2003) there are still some burners doing MAME™ on CD-R and, if you don't have a DVD drive yet or otherwise want a set on CD-R, I respectfully suggest you check the Lazarus or FreeMAME™roms lists for burners who can help you.
