the level of the Win32 API, Windows NT and Windows 9x are very similar. There are many differences, however, due to the fundamental architectural differences of the underlying operating systems. While there are too many differences to count, let alone list here, the key areas of difference that trip up developers are: Windows 9x has no security whatever; it has encryption built in, and has built-in networking functionality which can work with NT security, but it is fundamentally insecure.

Definitely go for Windows XP for the simple reason that it is designed for both the business & consumer thus is more adept at games playing.
