This is the process as described in January 1997. Your dossier is condensed into a registration form that can be reviewed instead of searching through bulky dossiers. The steps are as follows: Step one - all applications go through the initial office where the paperwork is translated or its already existing translation is verified. The registration form is completed and entered into the computer. This step can take two to four months based on current volume.

Each dossier is reviewed by the China Center of Adoption Affairs. If the documentation is found to be in order and complete, a child will be selected based on your request (boy, girl, infant, older child, special needs child, etc.). If you have requested a specific city or province to which you would like to travel, or a specific older or handicapped child who you would like to adopt, these requests may be honored.

The dossier is the collection of documents that your adoption agency sends to China. It describes the person or couple that would like to adopt and demonstrates that they are capable of being adequate parents.

The contents of a dossier will vary depending on your specific circumstances. However the bare minimum will include: (1) Your home study, (2) Your petition to the Chinese government to be allowed to adopt a child, (3) a financial statement showing your income, assets and liabilities, (4) a document showing that you are not a wanted criminal, (5) birth, marriage (if applicable) and divorce (if applicable) certificates, (6) the I-171H document from the U.S. I.N.S.

Your dossier is sent to our guides/interpreters in Ukraine. They translate the dossier and submit the dossier to the Ukraine State Department of Adoptions (SDA) in Kiev. The SDA only accepts a few dossiers each week so it may take several weeks or even months to submit your family's dossier. The SDA then takes four to six weeks to review your documents, approve your family for adoption, and send you a "registration number".

When international adoptions in China were opened in 1993, responsibility was shared between the Ministry of Justice (MOJ) and the Ministry of Civil Affairs. A radically different culture. People may behave in ways that would be considered impolite at home, but are acceptable in China. Keep an open mind and an easy-going attitude, and you will be fine.

The child will have to be brought in on an IR-4 visa instead of the usual IR-3.
