Most foreign-born residents live in six states -- California, Florida, Illinois, New Jersey, New York, and Texas -- states that have experience establishing and maintaining programs for adult English language learners. Other states have experienced recent and rapid growth in their immigrant populations.

All students who are ELL must participate in all WASL tests scheduled for their grades regardless of the number of years they have been in the U.S. The only exception is students who are in their first year of enrollment in U.S. schools. These students are not required to participate in reading or writing tests, but they must take the math exam.

The NAEP program has always endeavored to assess all students selected as a part of its sampling process. Teaching English language learners in adult education programs is not the same as teaching native English speakers, who have already participated in the K-12 education system in the United States and, for some reason, still need or want additional education as adults. Teachers, program directors, and state administrators need to know the differences between teaching these two populations, so that they can serve the adults in their programs appropriately.

Good instruction in mathematics and English-language development share many teaching strategies. English Language Learners need to have the same high quality instruction as native speakers. English Language Learners will be in the same enhanced and block classes as other students and will have the extra time and instruction they need to be successful. If the child is not developmentally ready to read then it makes sense for them to repeat 1st grade so they have the time they need to acquire that ability.

ELL students are subject to the 5th and 7th grade promotion policy if they have been in an English language school system for three years or more, unless they have an approved extension for exemptions from testing for year four or five. ELL students who are subject to the promotion policy are included.

English learners must be provided standards-aligned instructional materials. For grades kindergarten through grade eight these are state-adopted instructional materials in mathematics, science, reading/language arts, and history-social science that are consistent with the content and cycles of the curriculum frameworks and include universal access features that address the needs of English learners.

Tidewater Community College's ESL Program is for any person whose first or primary language is not English. There are many benefits of attending the ESL Program at TCC. There are plenty of opportunities to improve your language skills. Due to the number of students who receive an offer of accommodation from us, we can only make one offer per student at any one time. Most adults will come to your class eager to learn. They have a reason for learning, which makes them very different from many of the recent high school graduates. Many adults don’t want this experience to be a repeat of high school or grade school which they may recall as being quite negative and humiliating. A person’s feelings are important in the learning process and the adult learner must feel comfortable in school.

Adults come in all shapes, sizes, ages, and physical abilities. Try to make your classroom as comfortable as possible. Some factors you may be unable to control, but others you can. Many adults feel uncomfortable in a school setting because of previous experiences with school when they were younger. If high school was unpleasant, being back in class as an adult may trigger fearful emotions. It can be rewarding working with the varying experiences of adults.

To volunteer to work one-on-one with an adult learner, contact ProLiteracy Worldwide, a local public library, or visit the ALD. Many public libraries run volunteer adult literacy programs. It is important that students have an adequate command of English in order to benefit fully from postgraduate study. If English is not your first language you must provide evidence that your spoken and written English are adequate to enable you to cope with your studies. Tests must have been taken within two years of the proposed date of admission, qualifications sat over two years ago are invalid. Scores must be spread equally across different disciplines of reading, writing etc.

There are no research-based adjustments made for ELL. The only adjustment supported by CBM research is purposeful ignoring of errors attributable to dialectical differences.

It is important that you indicate the highest degree you are seeking from Duke University. Many of our departments admit only those students whose ultimate goal is the Ph.D. In some departments you will earn the master's enroute to the Ph.D.; in others this is not considered necessary.
