United Way of Tampa Bay did not discontinue funding the local Boy Scouts’ youth development programs. The two local Boy Scout councils, Gulf Ridge and West Central Florida, continued to receive funding. Does this mean UW is taking sides with the Boy Scouts? If United Way takes sides in any issue, we limit our ability to effectively serve the whole community. Other United Ways are defunding the Scouts.

On April 23, 2002 the Triangle United Way Board of Directors did not certify the Boy Scouts as a member agency because the agency did not submit a non-discrimination policy affirming access to services for all clients (boys) without limitations. Therefore, after June 2003, the Boy Scouts Occoneechee Council will no longer be eligible for Community Care Funding from Triangle United Way. The Occoneechee Council of the Boy Scouts is still eligible to donor designations.

United Way's Board of Directors made the decision to continue to fund the Boy Scouts of America, Greater Cleveland Chapter, a partner agency, at its September 2001 Board Meeting. The United Way allocation is being made to the Scouts' Learning for Life program. The Boy Scouts requested this change and United Way agreed. The career development program, taught by public school teachers in participating public schools, provides non-discriminatory access to all.

In 2004, funding to the Boy Scouts, Louisiana Purchase Council is $129,543. Over the years, there have been several legal challenges raised concerning Boy Scouts policies. Boy Scouts of America vs. James Dale decision addressed the issue of whether the Boy Scouts, a private membership organization, can exclude homosexuals from serving as troop leaders.

United Ways have a long history of support for the Boy Scouts, and United Way of Metropolitan Dallas continues to honor that relationship. Over the years, there have been several legal challenges raised concerning Boy Scouts policies. The Supreme Court has ruled that the First Amendment freedom of expression and association prevented the government from requiring the Boy Scouts to accept gay troop leaders. United Way is a system of 1,300 separately incorporated independent organizations.

Locally, United Way’s relationship with the Boy Scouts hasn’t changed in the last 23 years. Though United Way does not directly fund the Boy Scouts through the Citizen Review process, it does support the Boy Scouts in several ways. United Way partners with the Boy Scouts each year for the Timpanogos Regional Food Bank food drive and directs more than $12,000 in designated contributions to them annually.

Much has been discussed recently about the U.S. Supreme Court's rulings about the Boy Scouts of America. Several years ago, however, United Way of the Upper Valley was asked by local donors to review this same issue.

Women have been an essential aspect of Boy Scouts’ leadership for many years. In order to provide male role models for boys, Scoutmaster and Assistant Scoutmaster positions had been limited to men, but in 1988 those volunteer positions were opened to women as well. Today over 400,000 women serve as registered volunteers in all levels of Scouting.

Tampa Bay Club Sport ("Club Sport") organizes adult sports leagues, social events, and other fun and recreational activities. It has been in continuous operation since 1995 and has over 14,000 league participants annually. Club Sport is a great way to stay active and meet new people.

The coaching staff at TBJVC is the best in the region. All of our coaches have previous coaching experience and have received certification from the Florida Region and/or USA Volleyball. Many of our coaches are from previous state high school championship teams such as Berkeley Prep, Plant, and others. We also have coaches participating from tremendous local collegiate programs such as the University of Tampa and the University of South Florida's volleyball programs.

Tampa Bay Fit is an award-winning 28 week running and walking program. This same program, currently being held in close to 40 cities throughout the country with expansions targeted internationally as well, winning rave reviews and growing every year. Tampa Bay Fit will begin its next season on Sunday, August 5th, 2007 and Sunday, August 12th, 2007 with a final registration online by August 19th, 2007.

The official Tampa Bay Fit season is the six months prior to the Bank of America Marathon. This usually runs from August until mid February of the next year. This is when we hold our seminars and provide training schedules for our members.

Tampa Bay is Florida's largest open-water estuary. It is 400 square miles, with a watershed more than five times that large, covering 2,200 square miles. On average, Tampa Bay measures only about 12 feet deep. However, many man-made shipping channels have been dredged to allow large ships a safe passageway. The largest shipping channel is 43 feet deep and 40 miles long.

Tampa Bay is on the west central coast of Florida between 27.5º and 28ºN latitude. The average annual temperature is a balmy 72º. The Tampa Bay area receives an average of 55 inches of precipitation each year and about 60% of the annual rainfall occurs during June through September. Tidal action results in currents of approximately 5.9 ft/s on ebb tides and approximately 3.9 ft/s on flood tides at the mouth of Tampa Bay.

Mangrove forests are important because they trap and cycle pollutants and they provide shelter and nursery areas for fish, crustaceans, and shellfish. Mangroves also function as the basis of the food chain for a multitude of marine species such as snook, snapper, tarpon, jack, sheepshead, red drum, oysters, crabs and shrimp. In addition, mangrove forests protect uplands from storms, waves and floods. They are the dominant wetland vegetation type in the Tampa Bay watershed.

It is an intergovernmental partnership coordinating the overall restoration of the bay according to a comprehensive Management Plan adopted in 1997. TBEP is one of 28 National Estuary Programs around the country and is a partnership of Pinellas, Hillsborough and Manatee counties, the cities of Tampa, St. Petersburg and Clearwater, the Florida Department of Environmental Protection, the Southwest Florida Water Management District and the U.S. Environmental Protection Agency.

Any registered charitable organization providing human care and social services to the community may apply for funding. However, to receive funding they must meet rigorous management and performance criteria established by the United Way.

Nitrogen is a major pollutant in Tampa Bay. Although it is an essential plant nutrient, excess amounts of nitrogen fuel the growth of algae that clouds the water and robs it of oxygen. Water with an overdose of nitrogen is often a murky pea-green color and is said to be "eutrophic." Wastewater (sewage) discharges were once a major source of nitrogen to Tampa Bay.

Boy Scouts range in age from 11 through 17. When a scout reaches his 18th birthday, he is no longer eligible to remain a Boy Scout, but he may transition into an adult role with the Troop.

We have a broad range of participation. Almost all of the scouts are involved in band, sports and church, or some other non-Scouting extracurricular. Those that leave scouts at a low priority tend to advance more slowly (because they aren't present) than those that give scouting more effort.

Boy Scouts' volunteers must provide written verification that they have had a criminal history screening for a history of child abuse or criminal convictions. Because they are chartered, the Boys Scouts' volunteers must also attend STAND training, which includes the STAND video. Girl Scouts' volunteers must provide written verification that they have had a criminal history screening. A Covered Entity may choose to offer assistance with the screening.
