A junk mail sender can be anyone that often (but maybe not always) sends mail that you are not interested in. If you click 'Add to Junk Senders' when reading a message, that sender will be added to your junk senders list. This enables you to be able to write custom filters to perform actions on mail recieved that is from senders on that list.

You can display a list of all your mail folders and mailboxes by clicking on the Tools menu, then clicking Mailboxes.
