If you have a PAL DVD and also want an NTSC DVD, the whole process will need to be started again from scratch. The PAL video will have to be standards converted to NTSC, all the graphics re-sized because of the difference in frame sizes, menus rebuilt, the NTSC footage encoded, the disc authored and tested anew.

NTSC and PAL are broadcast formats which are very different. The frame rate and resolution of each are not the same are require that the video be reencoded in order to convert between formats.

This question is particularly important when buying VHS tapes. If you live in North America or Japan, your VCR is (most likely) set up to only play NTSC VHS tapes. If you live in Europe or Australia, your VCR is (most likely) set up to only play PAL VHS tapes. There is also another Region Code Called SECAM that is used in parts of Africa and Russia, but these are not carried by Freedom Footbags.

Well, I bought an Aiwa HV-MX1 off a dealer on the web new about four years ago for about $250, which plays and converts PAL to NTSC and vice versa, and love being able to play things that will simply never be shown or commercially available in NTSC. (And a thirty second hunt on google has multiformat VCRs available for under $200 these days). But as long as it's for your own use, I can't see why any conversion place should refuse to convert it.

This will alow you to watch NTSC DVD's on displays that do not support NTSC/PAL60 however you may have varying results with this due to the fact that 1 frame is dropped each second during the conversion leading to a slight 'judder' in fast moving or complicated sequences.

The region code on our DVDs is set to Region 0. This means it can play in all countries, provided the NTSC signal can be played on the equiptment being used.
