In 1914, a group of appointed managers formed a professional association, eventually known as the International City/County Management Association (ICMA), to share their expertise and experiences in local government management. Since that time, ICMA has been the professional and educational organization for administrators and assistant administrators serving cities, towns, counties, other local governments, and regional entities around the world.

The ICMA is registered under the Associations Incorporations Act 1981 (Vic.) with members entitled under its Rules to use the post-nominals 'Certified Management Accountant (CMA)', 'Associate Management Accountant (AMA)', 'Graduate Management Accountant (GMA)' and 'Management Accounting Affiliate (MAA)' membership categories. True "recognition" is, however, only earned in the market.

The primary benefits are industry education and industry access. ICMA achieves this through a wide range of member services and benefits, including publications, exhibit and attendee discounts to the annual conference and EXPO, members-only workshops, Daily Industry News, standards representation, training and education, public relations exposure, referrals, an online Buyer's Guide, free copies of the Global Market Survey and many more.

ICMA members come from more than 40 countries worldwide, representing every continent and market region in the world. ICMA does not manufacture cards. ICMA does provide access and referrals to its membership of hundreds of card manufacturers, personalizers and industry suppliers throughout the world.

This really means only two further electives are required for a non-accounting degree holder to finish the "conversion program" before going on to do the two CMA program subjects.

The Code specifies 12 ethical principles of personal and professional conduct, including dedication to the cause of good government. ICMA members believe in the effectiveness of representative democracy and the value of government services provided equitably to residents within a community. The Institute of Certified Management Accountants (Australia) is an independent Australian body. Its patrons are Bill Dix, formerly the Chairman of Qantas and Ford, and Professor John Miller, formally Director of Consumer Affairs and President of CPA Australia. The Institute distributes the world-class "CFO Magazine" , published by the Australian Financial Review to all it's members.
