The most expensive thing MIIS can do is a full synchronization. There are few reasons to run a full synchronization on a regular basis. If you are running frequent full synchronizations then consider changing your rules design to take advantage of delta synchronizations.

The easiest way to improve import performance is to import less data either by using delta imports, or by changing the scope of your discovery. If you have no choice but to do full imports using a file management agent, consider optimizing disk IO like you would for a database server.
