This is an 'attachment' button and lets you send copies of files 'clipped' to your e-mail messages. Click on the attachment button and a window will appear which lets you view all the folders and files on your computer. You can 'click' your way through the contents of your computer - choose a document from the "Desktop", open a folder in the "C"drive, or pick some file from a floppy disk.

Normally this is not possible, because there is always only one button for one function. But nevertheless you have two possibilities to get doubled buttons.
