Congress enacted the Children’s Online Privacy Protection Act (COPPA), 15 U.S.C. §§ 6501-6508, in 1998. COPPA contains a requirement that the Federal Trade Commission (FTC or Commission) issue and enforce a rule concerning children’s online privacy, which the Commission did in 1999. The Children’s Online Privacy Protection Rule, 16 C.F.R. Part 312, became effective on April 21, 2000.

The Privacy Rule sets standards to protect health care information. Specifically, it regulates health care information that can be linked with a person. Health care information is any data relating to a person’s past, present or future health, or the payment for health care. Health care information linked with personal identifying information is called Protected Health Information (PHI).

We’ve posted an extensive list of some of the areas where volunteers serve. Not all areas are open to new volunteers — the Intensive Care Nursery is an example. In addition, we do not place high school-age volunteers in areas which serve a significant adolescent population, such as the Teen Lounge, Rehabilitation Medicine, the School Program or the Emergency Department. Our minimum requirement is 100 hours of service.

We understand the importance of protecting children's privacy. Our web sites are not designed for or directed at children 13 years of age or younger. It is our policy never to knowingly collect or to maintain information about anyone under the age of 13.

The Privacy Rule limits use and disclosure of PHI to the "minimum necessary." It also demands that "reasonable" safeguards be taken to prevent improper use or disclosure of PHI. The Rule imposes civil and criminal sanctions for non-compliance.

Your job is to make reasonable efforts to limit the use and disclosure of PHI to the minimum necessary to accomplish the task. HIPAA imposes civil and criminal sanctions for non-compliance.

Members who break a rule will be fined $2.00 worth of fuel, your account could be suspended or you could be banned from future use of the service. If you do not have sufficient fuel left your account will be terminated. If you are a subscriber to the flat rate mail system and break one of the reporting side rules, your access to the (free) reporting service will be immediately revoked.

Protected Evaluations Under 38 CFR §§3.951 and 3.952. Care must be exercised to avoid violation of the protective provisions of 38 CFR §§3.951 and 3.952. Measure the 20-year period of 38 CFR §3.951(b) from the earliest effective date of the combined or individual evaluation(s). Children with learning disabilities or other medical conditions may be referred to the Community Dental Service by their doctor, dentist or health visitor. It is important to register children with a dentist at an early age. A low-sugar diet is also important, as they may be more likely to have dental decay due to difficulty in cleaning and through taking medication. Make sure fizzy drinks, and sugary foods and drinks are kept to mealtimes only and are taken in moderation.

Our Children meet for Children’s Church at 11 am on Sunday mornings in the Kids Korner. Sunday School is provided for ages pre-school through 6th grade at 9:30 on Sunday mornings. The boys and girls clubs (Royal Rangers and Missionettes) meet on Wednesdays at 7 pm.
