Most of the time this occurs because at the time of the initial claim there was room on your roster for another player so you are not asked to drop anyone. If you add a player at some point via another waiver claim, a free agent pickup or a trade before the claim was due to be processed your roster becomes full and therefore the waiver is invalid because you received more players than you gave.
