This is only an issue for machines that support network booting (also called PXE). In this case the boot order should be cdrom, floppy, hard disk, network. This means on bare hardware the first boot will network boot as no OS is installed on the hard disk. Once you've selected the option to either save the file or save to disk make sure you are then saving it to the hard disk inside your computer.
