For US ASOS sites, the FAA has a good list of ICAO airport codes. The NWS maintains a worldwide searchable database of locations here. For winds aloft I recommend the aviationweather.gov location chart for winds aloft. If you're in the continental US, just add a K to the front of the 3 letter code. In Canada, try adding a C up front.

Since our primary audience is comprised of pilots, 4-digit ICAO codes are used for sanity's sake. In some cases, foreign airlines will not accept a FAA ATP when they require an ICAO ATPL. In other cases they will accept FAA certificates. There is no actual certificate that says ICAO on it.
