Get a camera, buy some software (I use webcam32, it handles all the streaming stuff), connect to the internet and you're all set. You can only do live-streaming while you are connected to the internet, if you use a dial-up connection you may have to change your web page each time you connect and modify your IP address (the current version of webcam32 will do this for you). (To see your current IP address, in WIN95 or 98 you can run the command winipcfg).
