The Department of Transportation is responsible for the repair of all street traffic lights with the City of Los Angeles.

The California Vehicle Code requires a driver to treat an inoperable traffic signal as an all-way stop. If the signal is operating, but you notice a malfunction such as a light bulb burned out or some other problem, please contact Public Works immediately at 916.625.5500 and give exact location of the signal light(s). The red light cameras are installed at the expense and direction of the locality or municipality. Complaints about the location or operation of these cameras should be sent to the address on the citation. In most cases this is the address of the police agency.

It seems like Vancouver is unique in having some of the traffic lights blinking green at various times of the day. The blinking light means that the light is not on a regular change cycle but can be activated, when needed by a pedestrian or cyclist.

Some traffic signals are equipped with an emergency vehicle pre-emption device which allows an emergency vehicle (usually fire trucks and ambulances) to activate a green signal in the direction they are travelling. The white and blue light is used by emergency vehicles as an indication that the pre-emption is active. During an emergency preemption, several emergency vehicles may approach an intersection from different directions.

Initial plans called for just such a system with staggered periods of complete bridge closings. It was estimated that a traffic control device would result in 10-minute delays going each way, meaning a possible 20-minute delay for bus routes. The planned system -- keeping just the southbound lane open -- avoids those delays and keeps the bridge open for longer periods.
