If the sizing is not removed, your stencil paint will not bond well with the material. When stenciling on fabric, it is much easier if you can keep the fabric from moving around. Do this by using a light coat of spray adhesive on a piece of cardboard that is about 2" larger than the piece of fabric you want to stencil.
