I think I have found the sinner, but not really why. This seems to be occuring inside scilexer.dll for some reason. The actual problem is because of the Microsoft Indexing Services which scans the Temporary ASP.NET Files and while doing so, the system puts a lock on the same. The KC Parcel Tools (MS Word doc) extension for ArcView is only able to retrieve information on 1000 parcels or less at one time.
