Fuses protect the wiring from an overload (excessive current) if your fuses or circuit breakers blow, this is an indication that circuit has been overloaded. This could be caused by too many appliances plugged in, or too many rooms (outlets & lights) on 1 circuit.

I have compared your circuit diagram to your parts layout for the circuit board, and I think that I have found an error. The order of R30 and D5 is reversed when you compare the diagram and the layout, and similarly for R31 and D6. These elements are in series. The order of series elements doesn't matter. A math analog is 2 + 3 = 3 + 2. It doesn't matter which comes first. I have redrawn the circuit diagram to reverse the order of the resistors and diodes. See similar questions...
