In most cases, no. Fiberglass which is fully encapsulated in plastic or other solid materials is unlikely to be harmful. The exception to this rule would be a fiberglass tub which is cracked, broken, or in which the finish is worn off. If the fibers within the encapsulating material are visible or becoming airborne, then the product should be either professionally repaired or replaced.
