Upgrades are only for level 130 people and they allow you to upgrade your stuff. Once you reach level cap (top level you can get in free version - 130), you continue to level until you reach 131, but as soon as you hit 131 you get reduced back to 130 and getting 1 upgrade stone. Then you level again to 131 and get reduced once again to 130 and get 1 more upgrade stone etc.
