Yes, but be aware that Arcade monitors use a different signal to a PC monitor (15kHz as opposed to 31kHz) so by wiring it up to a PC's video card without taking this into consideration you will overdrive the monitor and damage it. The J-PAC will take care of that to an extent and if you have a JAMMA cabinet it can negate the need for any rewiring. You'll still need to "convert" the video signal though.

Do some searching around the 'net for info on how to set them up, but for the most part it's quite easy to do.
