When you request a web document, your browser downloads it from the originating site to your computer; it is this copy that your browser reads. When you next request the document, your browser may be reading the copy on your computer and not the updated version on the originating site. Clicking reload will usually get the updated version.

Do the same as with other applications: run the latest program version, but keep the old one until you have the impression that the latest Version is good and stable (of course it should be like that). Your ISP will sometimes cache documents for the same reason browsers cache documents. If many users are requesting the same document, the ISP stores the document on its system instead of retrieving it from the originating site each time a user requests it; this is why the ISP copy may not be the originating site's latest version.

TFS uses the reverse delta model as most version control systems do. However, there's a few notable things that TFS does. First the creation of the reverse deltas is done asynchronously as a background task. Initially the new copy is uploaded and saved. Sometime later (usually not very long), a background job will run and convert the older version from a full copy to a reverse delta (assuming the delta is actually smaller than the original ? usually, but not always the case).
