More than four decades ago, the story of two Portuguese students sentenced to seven years' imprisonment for raising a toast to freedom horrified British lawyer Peter Benenson. He wrote to the British newspaper, The Observer, calling for an international campaign to bombard authorities around the world with protests about the "forgotten prisoners".

In 1985, U2 donated the proceeds of a concert on the U.S. leg of The Unforgettable Fire tour to Amnesty International and Jack Healey visited back stage. He got a commitment from U2 to do the tour in 1986. At the time, U2 thought their next album would have been finished for release in October 1986.
