Check you are not running VPN software. Some VPN software is very intrusive with the windows network stack. Easy to check if that is the problem, because colinux will start work as soon as the VPN software is shutdown. The answer is: assuming you can find all the correct drivers, maybe. TAP Win32 won't work on XP64 - you need TAP Win64 (see http://openvpn.se/development.html) WinPCAP 3.1 won't work, but the 3.2Alpha1 will install correctly.
