There's an elaborate process of discussion and voting which is supposed to precede the creation of a new group. This issue is discussed in the news.announce.newusers and news.announce.newgroups groups. After everything has been discussed and approved according to the rules, get your news server administrator to create the group for you. Yeah, it would be way cool.

You must have ADMINISTRATOR access to perform this function. Click on Options. Select "create a new permissions group". Enter the name of the group and assign membership with the checkbox options.

Yes. You can create a new private or members-only group using an existing group. The new group will be populated the members of the existing group. You can them make changes to the new group, adding and/or removeing other members. Yes. To apply to create a group simply go to the main groups page and click the "Create New Group" link. Creating a group costs 2,000 papers, so please do not enter into it lightly. When you apply for the group, don't forget to make sure you put it in the right section and that you complete the description fully. Also, please do check the main groups page for any duplication. Duplicate groups are not allowed and it's an expensive error to make.
