If the couple resides in New Jersey, marriage license applications are filed in the municipality where the bride resides. If both parties reside outside of New Jersey, the couple must then apply for their marriage license in the municipality where the couple is to be married.

A couple who intends to be married in Illinois must apply in person for a marriage license to any county clerk's office (List of county vital record Web sites or county clerk addresses) in the state. There is no residency requirement for out-of-state applicants. While applicants may apply for a license in any county, the license is only effective in the county where issued.
