Yes. That's a tough one because there is no "cellborder" directive for the table style. You can play with the BORDER and RULE attributes of table, but it seems that you cannot rely upon your browser to interpret that stuff the way you want it. I think the easiest way to write this is using wiki table notation with a different background for the table and for each row.

A TOC is added automatically as soon as you have more than three headers. You need an invisible texture where the glass touches the wall. Select the invisible texture. Make a brush where the window will be. Bind the brush to a TranslucentWorldModel. Any note can be made transparent by selecting "Make Transparent" in the note's right click menu.
